As an applicant who is the subject of a national fingerprint-based criminal history record check for
a noncriminal justice purpose (such as an application for a job or license, an immigration or
naturalization matter, security clearance, or adoption), you have certain rights. See attached document.

In accordance with Regulation 6l-7, Emergency Medical Services, Section 403(A)(1)
Have a criminal background check required on initial hire and thereafter every four (4)
years which meets the same requirements as certified EMS personnel as noted in Section
902.8; personnel listed as Drivers on an Agency roster must meet the identical
background check requirements as credentialed EMT\'s. There has been considerable
confusion during the past year as drivers and agencies have moved through this process.
In an attempt to alleviate confusion, provide some cost savings, and provide faster
tumaround for driver approval, the following steps are being implemented and/or exempted.

Out-of-State Background Check Instructions
Out-Of-State Candidates must obtain their fingerprints on a hard copy “standard” FBI fingerprint card:
• In lieu of mailing a check or money order, go to the Safran MorphoTrust USA website to complete your application and prepay your card processing fee: https://sc.ibtfingerprint.com/:
• Contact your local police station to obtain your fingerprints on a hard copy “standard” FBI fingerprint card, additional fees may apply
• Mail the completed hard copy “standard” FBI fingerprint card along with online payment receipt, check, or MO in the amount of $33.50 made out to “Morphotrust USA”) to:

Certification Guidelines Packet Initial and reciprocity candidates can use this packet for guidance when submitting their application. The process is the same for re-certifications , please use the correct form(s).
Please follow the instructions below to establish a Continuum account with your own personal State ID.
This ID is required for certification, to access Continuum and use any of the EMS Data System Applications.
The Department reserves the right to deny any photos they deem unsuitable and request re-submission at any time.
Your Continuum photo must meet the following requirements:
.jpeg format at least 2MB, in focus.
Taken within the last 6 months to reflect your current appearance
Taken in front of a Plain/Solid color background or class III formal photos.
Taken in full-face view directly facing the camera, including your entire head.
With a neutral facial expression and both eyes open and include entire shoulders for cropping/sizing allowance.
Taken in clothing that you normally wear on a daily basis:
Button-down and/or polo type uniform shirts are recommended. Tank tops are not allowed.
Do not wear a hat or head covering that obscures the hair or hairline, unless worn daily for a religious purpose. Your full face must be visible, and the head covering must not cast any shadows on your face.
Headphones, wireless hands-free devices or similar items are not acceptable in your photo.
Sun glasses; worn, on top of your heard, etc., are not acceptable in your photo.
You cannot upload the photo yourself. You must request your photo to be uploaded by:
Your employer Director, Training Officer, or Primary Contact, OR
Email the photo with your application to firstname.lastname@example.org. You must include your NAME AND six-digit SC#
South Carolina state law requires that both a federal and state criminal background check be performed on all individuals applying for certification or recertification as an emergency medical technician at all levels. The authorized agent to perform this process for the Department is Safran MorphoTrust USA.
